The Wizard is really an Excel add-in. To see if it is installed but not loaded, click Tools | Add-Ins in Excel. You should see a dialog box like this:
Your particular dialog box may contain other entries. That doesn't matter; you are looking for the particular entry "Latent GOLD Formatter", highlighted in blue. If this appears on the list, but the box next to it is not checked, the wizard is installed but not loaded. To load it, simply check the box and click the OK button.
If you don't see an entry labeled "Latent GOLD Formatter", you will have to install the software.
